GOP Budget Reconciliation Package H.R. 1 Passes House
Important Provisions Will Benefit Western Water Users
House Republicans have passed through the House a sweeping bill, H.R. 1, called the “One Big Beautiful Bill Act” that ties together President Donald J. Trump’s top priorities across tax policy, immigration, energy, defense, and healthcare. Included are provisions that will greatly benefit Western water managers.
House passage of H.R. 1 marks a significant win for President Trump and Speaker Mike Johnson.
A key part of this legislation, especially those concerned with energy and environmental policy, is how it handles energy development and clean energy rollbacks. The House Natural Resources title of H.R. 1 includes major wins for the West.
“The Natural Resources title of the One Big Beautiful Bill Act will generate billions of dollars in new revenue for the federal government, restore American energy dominance, turbocharge critical mineral development, streamline permitting processes and promote an all-of-the-above energy future,” said House Natural Resources Committee Chairman Bruce Westerman (R-Ark.).
The Committee on Natural Resources’ legislation to comply with the reconciliation directive includes some important provisions: the Committee was able to put $2.5 billion in for Bureau of Reclamation infrastructure.
“The most important thing related to this bill is likely what’s not in there – large claw backs of Reclamation funding from the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act,” said Family Farm Alliance Executive Director Dan Keppen. “The Committee did not rescind any IRA Reclamation money.”
The legislation now heads to the Senate, where it faces scrutiny and likely revisions that would likely set off more disagreement when it comes back to the House.
